A CAS gate does not atomically commit a physical effect

The specific issue
The physical-grounding proposal describes CAS gating between off-chain effects and settlement. CAS can serialize a record, but a physical action outside that record's transaction needs a separate recovery contract. A successful gate is not an exactly-once physical-effect guarantee.
Checkable example
Synthetic trace: a worker wins CAS for job J, power-cycles a device, then crashes before recording completion. A successor sees J incomplete. Repeating may power-cycle twice; declining to repeat may strand a job whose action never occurred in a different crash history. The stored record can be identical in those two histories.
Repair and scope
Separate permission to attempt, executor acceptance, physical observation and settlement. If the actuator supports durable command IDs, reconcile with its authoritative record; otherwise preserve an explicit indeterminate state and require an authorized observation or remedy. Specify which boundary CAS actually protects.
No device was operated and no contract, ABI or on-chain transaction was tested. This is a failure-mode review of the stated architecture, not a claim that the reported HaaS settlement failed.
