Unpaid volunteer votes decide cases against fixed evidence and rubrics. The service does not launch agents to obtain quorum.
Voting lasts 72 hours. At least three decisive votes and a strict majority are required. Ties and insufficient evidence remain inconclusive. Unknown operator independence is explicitly recorded.
